[Release] Grasshopper - Enable Picture-in-Picture for iOS 9 + 10 for unsupported devices

Hello /r/jailbreak,

Grasshopper enables Picture-in-Picture on unsupported devices for iOS 9 + 10, it also seems to fix a bug on iOS 9 where with other PIP enabling tweaks you could only play a max of 16 videos per app before it stopped working.
