[Release] ConditionalWiFi - Restrict Applications from using Wi-Fi

Hello /r/jailbreak,

ConditionalWiFi allows you to block specific applications from using Wi-Fi just like how you can restrict certain applications from using Cellular Data.

iOSBlocks and our other tweaks are still being developed but for some of them we are waiting until we can purchase a iPad to make sure they fully support it.
