Just managed to grab the 24.1 update after my wife's carrier update on her 9.3.2 device. Was able to update it onto my 9.0 device, and now have WiFi calling. Since there wasn't (that I know of) a release of 24.0 that was "obtainable" it wasn't possible to try it, but it seems so far that 24.1 on a device with an older version of iOS does enable WiFi calling, for those who were/are looking for it. (Both are iPhone 6s's btw).
